The second Strategic management in the public administration training was held on December 12-13, 2011, in the Palace of Serbia, 2 Boulevard Mihaila Pupina, East Entrance, 2nd floor, room 273.
The training was attended by 18 civil servants working on planning and normative jobs, project implementation and monitoring, and as well as on tasks related to European integrations.
Training "Strategic management in public administration" will be an integral part of the Program of general professional development of Human Resources Management Service civil servants from the public administration bodies and Government services for 2012.
Strategic management in the public administration training - General Secretariat in cooperation with Human Resources Management Service
The first training for Strategic management in public administration was held on November 29-30, 2011, in the Palace of Serbia, 2 Boulevard Mihaila Pupina, East Entrance, 2nd floor, room 273.
During the two-day training the participants were presented the importance, role and the general model of strategic management in public administration bodies, the elements needed for defining strategic plans based on administration bodies and the importance and benefits of the monitoring and control systems.
The training was attended by 19 civil servants working on planning and normative jobs, as well as tasks related to European integrations.
The second training will be held on December 12-13, 2011, in the Palace of Serbia, 2 Boulevard Mihaila Pupina, East Entrance, 2nd floor, room 273. starting at 09:00. The report from this training will also be posted on our website.

General Secretariat of the Government of Republic of Serbia in cooperation with the Human Resource Management Service announces a Supervision training where future trainers for Strategic management in public administration of Republic of Serbia will be selected.
Supervision training will be held on November 17, 2011 in the Government building, 11 Nemanjina, 5th floor, room 183, starting at 09:00 AM.
In accordance with the defined program of Strategic management from the previous workshop, in a three week period, participants will, in consultation with the lecturers, prepare presentations and exercise proposals that will be merged into a single presentation.
Based on the defined presentation, participants will conduct a Strategic management training program in sessions at the supervisory training, in order to pass the final trainer exam.
Formed team of trainers will be responsible for conducting trainings for civil servants in the field of Strategic management in public administration bodies of Republic of Serbia. Two Strategic management trainings are to be held this year, on November 29-30, and December 12-13, 2011.

General Secretariat of the Government of Republic of Serbia, in cooperation with Human Resources Management Service, announces a workshop - Recap and summary of Strategic management materials and training skills. The workshop will be held on October 27, 2011, in the Palace of Serbia, 2 Boulevard Mihaila Pupina, East Entrance, 2nd floor, room 273. starting at 09:00.
The workshop will cover the following topics: (a) recap and summary of Strategic management materials from previous four Modules, with specific reference to the currant state in fields of planning in public administration bodies in Republic of Serbia; (b) the necessary training skills for successful realization of the training;
During the workshop, based on knowledge acquired from previous Modules and collected materials, together with the instructor, participants will precisely define the program by which the future Strategic management trainings for civil servants employed in public administration bodies in Republic of Serbia will be held. This workshop presents one of the phases of Module 5, in which will also be 3 supervisory trainings conducted.
Lecturer at the workshop will be Vladimir Obradovic, assistant professor from the Faculty of Organizational Sciences in Belgrade, and a Strategic management trainer.
Fourth module of training trainers in strategic planning will take place October 10-11, 2011. in the Palace of Serbia, 2 Mihailo Pupin Boulevard , East entrance, second floor, room 273, starting at 09.00 am.
During Module 4, participants will work together with experts from the French ENA work on the preparation of content to create a standard training program in strategic planning. Based on the training programs created by the participants during the three previous modules, French experts will present the standard (final) training program in strategic planning that will be suitable for training of civil servants.
Also, during this module, the experts will allow trainees to improve their teaching skills and learn the techniques required for successful knowledge transfer coach from the field of strategic planning and implementation of high quality training.
We hereby inform you that on May 25, 2011 a letter has been sent to the heads of the ministries, special organizations and Government services, stating that the Government Work Program revision process for the year 2011 has begun. Deadline for submission of the revised program is July 1, 2011.
Based on Article 77 of the RS Government’s Rules of Procedure, the Government will adopt the revised Work Program for the year 2011 after the adoption of amendments to the Law on the Budget of the Republic of Serbia for 2011. The revision of programs is done also due to Government reconstructions which created changes in the structure of some ministries, therefore special attention will be paid to the development of integrated programs of ministries that have expanded their jurisdictions, according to the amendments in the Law on Ministries.
Revised Government Work Program will be composed the same way as the Work Program for the year 2011, based on mid-term planning methodology, and shall be presented via software application for making and entering the work programs of the public administration bodies.
The Government Work Program revision process for the year 2011 is an opportunity for improving the quality of public administration bodies’ programs. This particularly concerns redefinition of goals, a clearer and more detailed description of programs, as well as defining and using the indicators needed to monitor the success of program realization and achievement of set goals. The analysis has shown that after the implementation of the new methodology and use of software application, during the 2010, in certain areas there is still room for program improvements. The Government Work Program revision process for year 2011 is an opportunity to improve the quality of the programs of the public administration bodies.
This primarily relates to improvement of previously defined goals, a clearer and more detailed description of programs, as well as defining and using the indicators needed to monitor the success of program realization and achievement of set goals. In the interest of better preparation of the public administration bodies work program, the recommendation of the General Secretariat is to have a team composed of representatives of all sectors during the preparations of the revised work program for year 2011, that will consider the priorities and other key aspects of the development and realization of the programs.
As before, during the program development, the General Secretariat of the Government of RS, as the holder of these activities, will provide professional and technical help to the ministries and other public administration bodies. Training of Trainees program for Strategic Planning is aimed at strengthening the capacities of the public administration by forming a group of trainees out of the public administration bodies and Government services for trainings in strategic planning.
The program consists of 3 Modules, the first and the second being held during April and May 2011, while the third training Module will take place June 20-21, 2011 in the Palace of Serbia, 2 Boulevard Mihaila Pupina, East Entrance, 2nd floor, room 273. The trainings start at 09:00 AM.
During the third Module participants will apply the knowledge gained during the Modules 1 and 2 by introducing the case analysis through presentations and role playing. Participants, together with lecturers, will discuss their works in order to formulate good teaching practice.
Module 3 of this training will enable the participants to learn how to create a framework for strategic planning in public administration bodies on examples specific for Republic of Serbia, while working through different stages of strategic planning and management.
Module 2 of the ToT for strategic planning will take place May 9-10, 2011 in the Palace of Serbia, 2 Boulevard Mihaila Pupina, East Entrance, room 273. The trainings start at 09:00 am.
During the second Module projects on strategic planning will be presented through the presentations of its participants, and a shared discussion about the projects, creation and development of an "ideal training module" for training in strategic planning and management will take place as well.
The first module of ToT for strategic planning will take place on April 18 and 19, 2011 in the Palace of Serbia, 2 Boulevard Mihaila Pupina, East Entrance, room 273. The trainings start at 09:00 am.
During the course of the first module, the lecturers from the French School of Public Administration (“ENA”) Nicolas TENZER and Hélène GADRIOT-RENARD, will introduce the participants with the key elements of strategic management, focusing on the strategic management and reform processes in public administration, as well as on the strategic diagnostics.
Also, a part of this module will be focused on designing, defining and implementation of strategies, and selection and identification of goals, programs and indicators.
After the completion of the selection process for the Training of Trainers for Strategic Planning organized by the General Secretariat in cooperation with ENA and HRMO the selection committee has developed a final list of participants.
General Secretariat of the Government of Republic of Serbia, in cooperation with the Human Resource Management Service and the French School of Public Administration “ЕNA”, are pleased to announce the organization of a Training of Trainers Program for strategic planning. This training is organized as a part of the "Government of Republic of Serbia public policy coordination reform" project of the Government General Secretariat.
The objective of this program is strengthening the strategic planning capacities in the public administration by forming a group of trainers selected among the Government bodies and services for realization of strategic planning trainings.
The training program will start in April 2011 and last until December 2011. Application deadline is March 11, 2011, after which a selection process will take place to select those who will attend the training program.
Cooperation agreement signed between the Government of the Republic of Serbia and the Government of Sweden
"Specific Agreement between Sweden and the Republic of Serbia for Implementation of the Project “Government of Republic of Serbia public policy coordination reformе"was signed on Thursday, December 9, 2010.
Signing of this Agreement marks the official beginning of the Phase II of the policy coordination reforms in the General Secretariat, that will last 18 months.

Software Application for Submission of Inputs for Annual Government Work Program and Annual Government Work Report is ready for use
By launching the application for submission of inputs for development of Annual Government Work Program and Annual Government Report, the current form of submitting hard copy inputs will be replaced by online submission of plans via web portal of the General Secretariat.
Use of this application will enable the public administration bodies to submit their plans to the General Secretariat in more simplified, transparent and faster manner.
The application for planning and monitoring of the work of Government of Serbia will be launched in mid 2010.
The process of development of Annual Government Work Program and Annual Government Work Report will be improved by using application accessible to the public administration bodies via General Secretariat web portal. Use of this application will make the work of public administration bodies more efficient and transparent.
Public administration bodies are continuously provided with trainings in cooperation with the Human Resources Management Department. Drafting of methodological and technical guidance is currently in progress, as well as providing technical support for the use of application.
A reform aimed at modernization of the General Secretariat’s work recognized as the central focal point for efficient performance of the duties related to the process of strategic planning, monitoring, policymaking and coordination. The reform was initiated within the context of enabling expert and technical assistance to the Government of the Republic of Serbia’s decision making process, as well as improving efficiency of public administration bodies work aimed at more effective realization of the Government priorities. Creation of the Centre of Government as a main coordination body to perform planning activities, define policies, implement them and perform monitoring, is one of the main recommendations of the European Union in the accession process.
Strategic planning process, monitoring activity, policymaking and coordination is a comprehensive reform initiated in the General Secretariat, which will in time enable to the public administration bodies to improve policymaking process and activities related to the supplementary administrative procedures.
